About the Proposed Project
Allegany Solar (Allegany PV, LLC) is a 5 MW community solar project under development at 19237 McMullen Highway SW in the town of Rawlings, Maryland. The Project is currently under review by the Maryland Public Service Commission to receive a Certificate of Public Convenience and Necessity (CPCN) permit.
The Project will use ground-mounted photovoltaic (PV) panels, interconnect with Potomac Edison, and provide access to solar energy to participants in Maryland’s community solar program. In addition to providing Allegany County with a new source of clean and cost-effective energy, the Project will create jobs, prompt local investments, and increase local tax revenue.

Location:
The Project site is nestled in a wooded area of north of McMullen Highway and west of Conda Way, located on roughly 40 acres of privately leased land. We plan to leave a substantial buffer of deciduous and evergreen trees to shield the Project from view from all directions: immediate neighbors of the Project should not be able to see it. The parcel currently sits unused, so the Project will not displace farmland or residential areas.
The Project will interconnect to a 34.5kV sub-transmission line that already runs through the parcel. It also sits next to a natural gas pipeline. As such, the Project will be consistent with neighboring use while providing minimal disruption to community character.

NOTICE OF PRE-HEARING CONFERENCE
A pre-hearing conference in the above-entitled matter is scheduled for Thursday, March 5, 2026, at 10:00 a.m., via virtual platform, concerning Allegany PV, LLC’s application for a certificate of public convenience and necessity to construct a 5 MW solar photovoltaic generating facility in Allegany County, Maryland.
Barring technical difficulties, anyone wishing to observe the live stream of the hearing may do so via the Public Utility Law Judge Division’s YouTube channel, https://bit.ly/2X6wLiP. At the pre-hearing conference, any preliminary matters will be discussed, and the establishment of a procedural schedule.
Petitions to intervene must be filed by Tuesday, March 3, 2026, and may be filed electronically through the Commission’s website at www.psc.state.md.us, or by first-class mail with the Commission’s Executive Secretary, Andrew S. Johnston, Maryland Public Service Commission, 6 St. Paul Street, 16th Floor, Baltimore, MD 21202, and must reference Case No. 9842.
