‍About the Proposed Project

Wingdale Solar is a 4.28 MW AC community solar project under development at 6435 Route 55 in the Town of Dover, New York. The Project is currently under review by the Town of Dover Planning board for land use variances.

The Project will use ground-mounted photovoltaic (PV) panels, interconnect with NYSEG, and provide access to solar energy to participants in NY-Sun’s community solar program. In addition to providing Dover with a new source of clean and cost-effective energy, the Project will create jobs, prompt local investments, and increase local tax revenue.

Location

Wingdale PV, LLC is proposing to develop a new Distributed Generation Solar Photovoltaic generation facility. The proposed Project will be located at 6435 Route 55, Wingdale, New York (location approximate as 911 address has not been formally assigned). The subject parcel SBL Number is 132600-7160-00- 055290-0000. Per the Town of Dover Solar Zoning Code, the project is defined as a Tier 3 Solar Energy System, and is a permitted used within the underlying RU Zone with Site Plan and Special Use Permit Approval.

The subject property is currently undeveloped/vacant with landcover comprised of wooded forest, low growth vegetation, and former agricultural lands. Topography on site is primarily gently sloping and less than 10% within the proposed project area. It is anticipated that proposed grading activities will be minimal and limited to access drive and equipment pad installation. Existing vegetation on site will be left intact, to the greatest extent possible, minimizing potential visual impacts to areas surrounding the project. The surrounding area consists of mixed commercial uses to the south and west, medium-volume residential developments to the north along Hillside Ave and Hi View Drive, and mixed residential and commercial uses to the east along Route 55.

The Wingdale Solar (Project) entrance is proposed approximately 440’ south of Hi View Drive along Route 55 and will utilize existing site access. The access road will be constructed per NYSDEC Guidance on Pervious Access Road Section. The entrance location and design requirements will be in accordance to NYSDOT regulations and the applicant is actively in review coordination.‍

Benefits

New York State supports solar projects due to the direct benefits they provide to local communities while helping the state meet its Renewable Portfolio Standard (RPS) goals. Information on how residents can benefit directly from enrollment in community solar can  be found on NYSEG’s website.

  • Unlike larger utility-scale infrastructure, electricity generated by this facility will feed into the local distribution grid, improving the grid resiliency for the immediate area.
  • Community solar projects result in clean electricity being created here in Dover, reducing demand on foreign energy supplies.
  • RIC will engage with the Town of Dover Town Board following approvals to negotiate a PILOT agreement and a Host Community Benefits Agreement (HCBA) to provide tangible economic benefits beyond the electric grid.
  • The project is expected to contribute positively to the local tax base without negatively impacting residential property tax rates.
  • The project is also considered light footprint from a utility standpoint as it creates no additional demand for electricity, waste, sewer, or water, and does not impose new demands on local school districts.

Design Overview

The Project, as conceptually designed, will have a nameplate capacity of 4.28 MW AC. The point of interconnection (POI) will be the existing 13.2 kV 3 phase power line running adjacent to Route 55, connected to the Ten Mile River substation. RIC Development, LLC has previously completed a full Coordinated Electric System Interconnection Review (CESIR) with NYSEG, confirming the feasibility of interconnection on the project.

On-site utilities will be installed underground, with the exception of a short section of overhead powerlines to be placed along the access drive as it approaches the POI, per NYSEG’s interconnection design requirements. Wingdale Solar is a standalone ground-mounted system, mounted on a single-axis (sun) tracking steel structure. The perimeter fencing around the Project will be a high tensile fixed knot fence, wildlife friendly fence that meets the requirements set forth in solar zoning law.

Buildings are not required or proposed for this Project and there are none within the Project Area. The Wingdale Solar facility will not accommodate occupants before, during, or after construction. No lighting is proposed. Post-construction maintenance will be minimal and performed by private contractors per the operation and maintenance plan. No battery energy storage system is proposed for this project.
